What Jackson described isn't allegiance in any constitutional, historical, or even pedestrian sense of the word. It's basic jurisdictional law - the notion that when you're in a foreign country, local law applies to you.

The bright spot here is that if you have ambitions to sit on SCOTUS but are unconversant with law, the Constitution, do not understand legal theory, are not capably disquisitive, have a difficult time with concepts and analogy, but like to talk a lot -- well, despair NOT!
