The goal of the authors of the EU Constitution is clearly intended to cut off what would become a century of interpretation, and given the member states predilection to nip at basic rights, it seems like a sound approach. On the down side this indicates a huge amount of distrust of any future motive to amend it.«Article II-14: Right to education
